  Dubai to have its own world class quality mark

  Dubai Industrial City, a member of Tatweer, announced yesterday the development of an integrated management system for all manufacturers operating within Dubai Industrial City, as part of its mandate to ensure the implementation of world class integrated Quality, Health, Safety and Environment (QHSE) standards.

Dubai Quality Mark™ will specify the requirements for implementing the integrated management system framework. The model is based on international QHSE management standards and applicable manufacturing best practices, including HACCP and Responsible Care.

Khalid Al Malik, Senior Vice President of Industry and Knowledge, Tatweer said: 'With most international standards, including ISO 9000 and ISO 14000, being purely voluntary, it was imperative for Dubai Industrial City to develop and enforce a framework to ensure that all operators within the city commit themselves to the highest level of industrial QHSE maturity.

'Manufacturers will be required to implement the DQM framework and continuously strive to make measurable improvements to attain the various levels of DQM. The quality mark will be awarded in different grades to reflect an organization's maturity towards QHSE.'

Dubai Industrial City is currently working with reputed international organizations to create a value proposition aimed at eliminating or reducing multiple assessments at industrial facilities.

'This will bring more value to the DQM framework that is designed on an 'integrated risk' based approach using industrial research data over 35 years from pioneers in risk management,' added Al Malik.

While the framework allows for individual companies to establish and maintain a basic DQM framework addressing all integrated management issues, what makes the DQM™ concept unique is the fact that individual industry clusters will have to implement specific industry sector standards to give additional credibility to the management system installed by individual facilities.

'This means the model is very dynamic in nature and is tailored to address specific industrial hazards and their associated risks. For example the DQM maturity rating set for the Food and Beverage sector is unique to it and so is the rating for the Transportation sector,' explained Al Malik.

Dubai Industrial City has conducted intensive research, using international experts, to assess the level of various technical and non-technical requirements governing industrial development within the United Arab Emirates. As a result, over 1,000 hazards have been identified, which industrial facilities are likely to be exposed to.

'The output of this exercise is a fantastic tool for any industry,' said Al Malik 'They could pick any one hazard and scan through the control requirements for that hazard, in UAE, Federal or Dubai laws, by decree, in Dubai Municipality regulations or by other statutory requirements. They will also be able to find the best international practices and standards.'

Dubai Industrial City will position Dubai Quality Mark™ (DQM) as the comprehensive industrial QHSE maturity model that organizations will be expected to adopt. A QHSE index rating scheme, developed by Dubai Industrial City, will allow each industry to compare their level of performance with competitors and with other industries within the city.
