Roads and Transport Authority (RTA) was established in November 2005. It is responsible for planning, executing and coordinating all aspects of road, rail and metro transportation in developing Emirate.
Roads and Transport Authority is also responsible for preparing legislation and strategic plans, planning and constructing the Dubai Metro, developing other integrated solutions of road system and marine network that are safe and in line with the city's economic development plans and the highest international standards.
Dubai Transport Corporation provides transportation for passengers within the emirate and from and to the emirate by taxis and buses. It also provides land transportation for all kind of goods from and to the Emirates and leases vehicles, buses and land transportation vehicles to its clients to ensure speedy transfer of goods and services.
The Roads and Transport Authority (RTA) is following up through the Traffic and Roads Agency, the implementation of improvements and development works at a number of main streets in Dubai as apart of the RTA strategy to and its continuing efforts for developing series of vital projects to meet the needs of the population increase in Dubai.
RTA will also be adopting the AskDubai service, which enables residents to contact a unified communication centre handling multiple government department enquiries, available 24 hours through channels of communication including phone, fax, email and chat. This makes a total of 11 government departments using AskDubai service. Information on parking fines can be obtained by phoning the RTA's AskDubai service on 700040000.
The electronic payment system 'ePay', has recently been adopted by the RTA to enable Dubai's residents to pay traffic and parking fines and fees online. For all services, Dubai eGovernment is providing the RTA with the overall guidelines and standards of eServices and the eGovernance strategy, in addition to the website design and implementation guidelines.
The main aim of RTA is to provide a new, high profile government department capable of supporting Dubai rapidly expanding transport infrastructure.
Future Planning of RTA :
Road and Transport Authority (RTA) is presently developing the following tender documentations:

Blue lines Project works, this is intended to be a commuter line as well as an express airport service. It is hopped that this work will go out to tendering in the marketplace before the end of the 2006.

Extension of the Red Line to Abu Dhabi Border, this work will be tendered separately; tender documentations will be prepared in due course.

Independent Safety Assessor (ISA) has already been tendered and return of tender evaluation is likely to take place by June 2006 and award of Contract is planned to take place before the end of the year, 2006.

Similarly, Operation and Maintenance of both the Red and Green Lines have been tendered, and evaluation of the return of tender is planned to take place on June 2006, with the award of Contract planned before the end of year 2006.
